Na última crónica fiz referência aos erros e incoerências de duas décadas, pelo menos, de gestão incompetente, de liberalismo económico desenfreado, da negligência dos sistemas de justiça e auditoria, e da impunidade nos crimes de fraude e desvios orçamentais para a criação de produtos e serviços que a ninguém servem, a não ser a quem acumulou uns tantos milhões. Falo de compadrios entre politicos e atribuição de cargos e salários impensáveis a 'amigos' que ficaram 'desempregados' por falhas gravissimas de assuntos de interesses públicos de fuga de capitais, sem falar das infindáveis auto-estradas a pagar a custos de joalharia, de estádios de futebol construidos para nada, enfim, de tudo o mais que já conhecemos.
Acresce a toda esta desastrosa gestão pública uma Europa conivente e coadjuvante do afundamento de Portugal.
É nesta mesma 'União' Europeia' que assistimos a um novo tipo de ditadura germano-francesa que muito se assemelha ao prenúncio da 2ªguerra mundial e que nos faz questionar se não estaremos na eminência de uma 3ª Guerra Mundial. Chegámos ao ponto em que ou fazemos o que manda a Alemanha ou estamos simplesmente tramados. Qual democracia, qual sufrágio?! A Alemanha decide quem manda nos países europeus - A Itália e a Grécia já conhecem os mandatários da Sra.Merkel.
Em Portugal temos estado a pagar a fatura desses erros e incompetências. E o que mais custa acreditar, como refere o blogue do Daniel Oliveira, é que a culpa é por sermos maus. Na Europa dominante somos conhecidos como preguiçosos, maus trabalhadores e gente que gosta de viver à custa de subsídios
A minha experiência familiar e geográfica foi sempre outra onde a ideia de estado-providência não existia. Subsídios de natal e de férias, abonos, e tal e coisa, nunca foi coisa de que tive proveitos, aliás porque os meus pais me fizeram crescer como eles- vivendo do que resultava do trabalho. Se não trabalhar, não há dinheiro. Não quero ser mal-interpretada; não sou contra o modelo ideológico. Muito pelo contrário! Sou ideológicamente socialista, mas na génese do seu fundamento de serviço para a sociedade com equidade, fraternidade, liberdade e justiça.
O que me importa dizer no seguimento deste pensamento, é que se as pessoas foram buscar o que lhes era por direito consagrado pela lei do trabalho, foi porque se criaram as condições para tal. E quem as criou foram os gestores do serviço público. Assim, o que efetivamente é preciso equacionar não são caracteristicas de hegemonia da preguiça portuguesa, porque o pluralismo cultural, religioso e ideológico, e de classes sociais, são a nossa realidade. O que importa é apontar o dedo e fazer responder em sede de justiça, os que nos colocaram na situação atual.
Se pudessemos somar os valores que representam o prejuízo de algum exagero do uso e proveito do que resulta do pagamento de impostos a que somos obrigados e compararmos com os gastos que o Estado Português fez nas coisas mais aberrantes e impensáveis, aposto que os dígitos destes últimos ultrapassarão em muito os do primeiro.
Continuamos a assistir à incompetência na gestão do Pais. Dexámos de confiar, sentimo-nos roubados e enganados, e mais triste, infantilizados pelos governantes.O exemplo mais recente tem a ver com o resultado da última reunião entre o Partido Comunista e a Troika, onde permanece a incógnita sobre o valor que vamos todos pagar, de 655 milhões de euros para que a entidade que nos emprestou o dinheiro possa receber as comissões sobre as avaliações que vem fazer da aplicação das medidas que foram por eles mesmos estabelecidas! E, pasme-se, que a própria Troika achou "excessivo"....Que diabo! Não acham isto tudo macabro?
É mesmo incompetência. Há 'Duques' no país a fazer avaliações que pensei eu que não percebia por déficit de conhecimento sobre a matéria. Afinal, O Daniel Oliveira já veio esclarecer: ele leu o relatório sobre a RTP da equipa de João Duque e nem ele percebe como quem não entende das coisas é colocado em tais postos.
É a incompetência no serviço público, como me lembrou um amigo angolano. Dizia-me que o filósofo e estadista John Adams, disse: "o serviço público tem de ser feito, seja por competentes ou incompetentes, mas deve ser feito". E acrescentou que o problema normalmente, é que os competentes não conseguem trabalhar em ambientes de incompetência e portanto, ou afastam-se ou então, se tiverem a vontade de realmente servir, colocam os holofotes sobre os incompetentes e tentam influenciar a melhor gestão possível para o país. Em Portugal já identifiquei os incompententes e consigo ver os holofotes iluminá-los. Precisava de encontrar os competentes e sentir que estão a servir o povo e a nação portuguesa.

Portuguese Crisis: is it because we're really lazy people?
In my previous article I made reference to the mistakes and incoherent management made during, at least, the last couple of decades in Portugal. I mentioned incompetency in public service, unbridled economic liberalism, negligence of systems of justice and auditing, impunity regarding crimes and fraudulent activity in the creation of services and products that would serve none of the public interests, but would certainly benefit a handful of individuals who filled their pockets with some millions.
I meant the promiscuous relation between politicians and their lousy 'friends' who had just lost their job as politicians and went straight to the position of Presidents of other profitable public sectors, with wonderful salaries and other quite attractive fringe benefits. I meant other things, which we all know that were a complete waste of public resources, as the immense and jeweled-taxed high-ways, which are traffic empty, or the football stadiums, immensely big and sophisticated, spread across the country where the locals cannot even get there for lack of public transportation. And you know that there are still people who cannot afford, in such a "rich" country to have a car!
Further to much more than this, we saw a European "Union" - I wonder where and when they're united, connivent to the drowning of a country.
It is in this same European Union that we see a new dictatorship emerging - the German-French alliance, and which reminds us of the elements that ignited the very recent history of Europe's 2nd World War. Some are afraid that a 3rd WW can actually be the outcome of this prepotency and abolishment of the values such as Democracy which made Europe so proud and grand in recent world history. We are passively and humbly watching Germany nominating the new state leader in some countries in Europe. Ms.Merkel decides what's best for Europe.
Back in Portugal we are paying for the lot of mistakes and incompetency. As Daniel Oliveira mentions in his blog, it seems that we're paying the check because 'we're really bad'. He's obviously being sarcastic, but the fact is that in Europe this is the stereotype of the Portuguese: that we're all lazy and therefore, we need to learn from it that we need to pay the bill with enormous pain and effort. We need to get used to the idea that the state is non-existent for public service. In other words, that we need to do more work , or more hours of work.
My personal experience in this matter is from a different kind. I grew up in a family and geographic setting where you are paid for what you work. If you don't work, you get no funding from anywhere. Furthermore, work means not only the time you invest in an activity, or the amount of produce you make out of your work, but it is the quality and outcomes of your productivity that matter most. I am not saying that I'm against the model of state-providence. In fact, I identify myself as a socialist in its former perspective which is the one that defends social conscience, equity, fraternity, social justice and freedom (as in the French notion of liberté).
What I mean by this is that if people got used to a certain kind of social benefit was because these were made to serve people' s needs. And they were the product of thinking and decisions of the leaders of public service. If the end justified the means, that is if the service provided made the Portuguese a lazy people that's altogether a different issue. However, knowing the Portuguese as we do, in their cultural, class and ideological plurality and diversity, I would not dare to throw the hegemonic view on their probable laziness. That reminds me of racist and xenophobic stereotyping which are contrary to my personal and academic background, and unwelcomed in my frame of mind.
One needs to really make the equation between what were the numeric outcomes of personal expenditures from state benefits for the people and the real state costs of the disastrous and incompetent management of the state. I would bet the latter would certainly overcome the first in much bigger digits.
We still have incompetents running the country. We were lent money by people who established the rules of the management of our own country, and we are going to be paying them 655 million euros of evaluation commissions, which they also said, after the agreement was made, was perhaps too much to ask for!
Incompetence in public service is normal. But as an Angolan friend reminded me, John Adams said that 'public service has to be done, either by competent or incompetent people, but it needs to be done'. He further added that normally competent people cannot perform well in incompetent environments. So how should one attract competent people to do public service? There's only one way, he said. You put them under the holophotes and make them think it's their show, while you try to influence the best decisions for your country.
In this country I have identified the incompetent and the direction of the holophotes. I wish I could find the competent ones and feel more confident about the future of my country.
